Drivers Ticketed For Not Speaking English

When I first read this article I interpreted it as the Dallas Police Force apologizing for writing tickets to non English speaking drivers and thought well now wait a minute, you mean I could run a red light if I just pulled the, "Me no speak no English" card? But upon a more thorough read police officers have been giving out TWO citations, one for the traffic offense the other for specifically not speaking English! Now that's messed up.

It's no news that a lot of non English speaking people who move to America struggle to get through. Shoot most of our ancestors didn't speak English upon "arrival" but should there be a time frame on when you learn the language? A lot of emigrants just commute back and forth from home to work. Work often might not require them to speak English and at home their native language is spoken and Rossetta Stone is not cheap. I know I recently was looking in learning Mandarin but that's going to have to wait. However, if I were to move to China the effort would be made.

But how long is too long? Should there be a time frame to learn the language of your new home? One woman mentioned in this article has been living in America since 1980. That's almost 30yrs.

DRIVERS GET TICKETED FOR NOT SPEAKING ENGLISH

DALLAS, Texas (CNN) -- Police in Dallas, Texas, are apologizing after learning that they have written dozens of traffic tickets to drivers who can't speak English.

One of those motorists is Ernestina Mondragon, who was fined $204 for not speaking English during a traffic stop earlier this month. Mondragon also was ticketed for making an illegal U-turn and for not having her driver's license with her. But the citation for not speaking English was insulting, she said.

"I felt humiliated. My self-esteem hit the floor. I felt like I'd been discriminated against," Mondragon said in Spanish.

She has lived in the United States legally since 1980, but has struggled to learn the language.

A Dallas police department internal review revealed that 38 other tickets have been issued in the past three years to people who did not speak English.

All those tickets are being dismissed and the fines will be reimbursed, said Dallas Police Chief David Kunkle.

The chief has launched an investigation into the officers who wrote the tickets and the supervisors who approved the work.

"I apologize to the Spanish-speaking, Hispanic community. It's particularly disappointing for a city like Dallas, because we are very, very diverse," Kunkle said at a recent news conference.

The tickets run counter to the state's licensing practices. The Texas Department of Public Safety offers driver's licensing handbooks and tests in Spanish. Its Web site includes a link to an an all-Spanish version.

Confusion involving federal law might have led to the improperly issued tickets, Dallas' police chief said. Federal law requires drivers of commercial vehicles -- including trucks, limos and taxicabs -- to speak English. But review by Dallas police showed that none of the tickets were issued to commercial drivers.

Kunkle said his department's switch to an electronic ticket system led to a "non-English-speaking-driver" charge appearing on a drop-down menu. Officers must have thought it applied to people such as Mondragon, the chief said.

Critics, however, doubt that the tickets were a mistake and wonder whether officers were trying to send a message to non-English speakers.

"When it happens 39 times, then there's something a little bit more serious that's inherent in law enforcement in Dallas," said Hector Flores of the League of United Latin American Citizens.

When Another Spanish Person Tries to Play You

The other day I went to pick up my headshots and when I approached the counter the woman asked me for my last name, which I replied “Rojas” in my American accent of nineteen years. The woman then turned to another woman in the back and asked her to go downstairs and get the headshots. The second woman turned to me and in an extra thick Spanish accent and broken English asked for me to repeat my name, which I again replied "Rojas" in the same American accent. Assuming I was Latino, home chick begins to go off on me about how I’m pronouncing MY name.

“Your name is RRRRRRRRRRRRRRRRRRRRRRRRoHHHHas”

Mind you I’m Peruvian and only speak Spanish with my family or those who I know speak Spanish but have been in this country long enough where I pronounce my name Rojas with an American accent especially when talking to an American which is what the first lady who I originally gave my name to appeared to be. Further more the goal here was for me to just get my damn headshot not to “Represent.” Did I really need the lady looking up my name struggling trying to figure out how to spell the rolling “R” and the non existing “H” in my name?

However none of that matters because home chick at this point has her finger in my face continuing to tell me off in her broken English no less how I need to always pronounce my name in Spanish which I then flip it and begin to curse her ass out in flawless Spanish. Don’t you know home girl then has the nerve to switch in to French?! I’m like I’ve had enough and call her American boss to explain to him the utter disrespect I just received from this crazy ass chick in two and half different languages. In the end, I was able to receive compensation for the hassle. Probably because I was able to articulate myself in my perfect English that her boss also spoke leaving her ass to figure out how I was conjugating those verbs.

Why Can't We Help But To Keep It Real?

Urban Chameleons in corporate America never cease to amaze me with how quickly they will flip the script as a result of their natural default button to forever "Keeping it real " no matter what the given circumstances are. Recently, I was at a black-tie event with colleagues from my firm, which include only a handful of us Black folks. We were all "enjoying each others company" – you know, in that "Ha ha ha Bob, you are too funny (jeezus how long do I have to be here?)" kinda way. So, we're schmoozing with an array of colorful martini's and passed hor'dourves while continuing to laugh at each others corny ass jokes in an attempt to prevent those awkward moments of silence. All of a sudden a white colleague of mine to my left (who we'll call A) leans over me to ask a Black colleague of mine (who we'll call B) if he had noticed his old friend sitting at another table. "Notice him?" Colleague B replies. "I swear if I have to talk to him, I just might have to cut him!" While Colleague A chuckled at what he took for a harmless joke- I damn near choked on my vodka martini looking around to see if I was back in the 'hood, in a cipher, hittin' a blunt, talkin' bout "Who wanna come test me?!" Certainly not expecting the possibility of someone being sliced at this black tie function filled with politicians.
Not but 10mins later, Colleague B's boss comes up to him and insists that he accompany him to the neighboring table to greet the "old friend." Naturally this is not an uncommon request being that the reason why we all are really here is to schmooze our asses off in hopes of gaining a new “friend” that will benefit our careers. Now if it's one thing, an Urban Chameleon won't do is loose his job over some beef. This is the difference between being an Urban Chameleon and just urban. However, we will still come armed. Sho'nuf, Colleague B was NOT playing when he said he would have to "Cut him." Decked out in a Giorgio Valentini tuxedo, he proceeded to put down his napkin, stretch out his fingers to the right of his plate, which was hosting a watercress and frois grois salad where he sure enough picked up the butter knife, and slipped it right into his jacket like a pocket square. Oh, ... blade up and all. You know this sistah was beyond laughing and loving it.
Don't you know he straight walked over there eyes fully pressed on "old friend" like, "You wanna come test me? You peep dis blade right? Don't play wit me mothaf*cka, it ain't a thing."
Cuz Ivy League degrees and working in corporate America and all, we still can’t help but to always keep it real. Why is that?
